Former Education Counselor to France visits UTSEUS
     

    On the afternoon of January 15, 2026, Ma Yansheng, former Minister-Counselor for Education at the Chinese Embassy in France, Vice President of Beijing Foreign Studies University, Education and Cultural Counselor at the Chinese Mission to the European Union, and Deputy Permanent Representative of China to UNESCO, visited the Sino-European University of Technology of Shanghai University (UTSEUS). The two sides engaged in in-depth discussions on topics including Sino-French cooperation in engineering education and the cultivation of internationally oriented talent. The meeting was attended by Liu Jianyong, Party Secretary of UTSEUS; Huang Pei, Deputy Director of the Office of International Cooperation under the International Department; He Zhuoheng, Vice Dean of UTSEUS; and Wang Wei, President of the East-West International Education Group, among others.

              

    During the meeting, drawing on his extensive experience in the field of education in France and the European Union, Ma Yansheng provided a systematic overview of the core principles and distinctive strengths of French engineering education. He noted that UTSEUS has accumulated substantial experience in Sino-French cooperative education, and expressed his hope that UTSEUS would continue to play a leading and exemplary role by achieving new breakthroughs in areas such as CTI accreditation, talent cultivation, and university-enterprise cooperation, thereby setting a new benchmark for educational collaboration between China and France.

    Liu Jianyong, Party Secretary of UTSEUS, warmly welcomed Ma Yansheng and his delegation, and introduced UTSEUS recent progress in talent development and international cooperation.

    Vice Dean He Zhuoheng presented an overview of UTSEUS and introduced the latest progress made in relation to CTI accreditation.

    Huang Pei, Deputy Director of the Office of International Cooperation under the International Department, introduced the UTSEUS’ overall strategy for international development. She noted that, as an important platform for cooperation between UTSEUS and the French Group of Universities of Technology, UTSEUS has played a demonstrative role in promoting Sino-French exchanges in engineering education and cultivating international engineering talent.

    During the open discussion session, participants held in-depth exchanges on topics such as the localization of Sino-French engineering education, interpretations of CTI accreditation standards, and innovation in university-enterprise cooperation models. Faculty representatives from the UTSEUS also discussed specific issues with the visiting experts, including French-language teaching, student internships in France, and the operation of dual-degree programs.

    According to available information, Mr. Ma Yansheng has previously served as Education Counselor at the Chinese Consulate General in Houston, Deputy Permanent Representative of China to UNESCO, Education and Cultural Counselor at the Chinese Mission to the European Union, Vice President of Beijing Foreign Studies University, and Minister-Counselor for Education at the Chinese Embassy in France. His main social appointments include serving as Chair of the Expert Guidance Committee for the Global Competence Development Program for Young People under the China Education Association for International Exchange, and Vice Chair of the Expert Guidance Committee for the Innovative Practice Program for High-Level International Talent Development under the Center for Language Education and Cooperation of the Ministry of Education. In December 2003, he was awarded the title of Honorary Citizen by the Mayor of Houston, USA, and was appointed Goodwill Ambassador. In August 2017, he was awarded the Knight of the Order of Academic Palms by the French government.
